Bill C-4’s Impact on Federal Public Sector Unions

On October 22, 2013, the Harper Government introduced its omnibus budget implementation legislation: A second act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures (“Bill C-4”).

Much to the surprise of federal public service unions, Bill C-4 contained a number of sweeping and far-reaching reforms to federal public service labour laws, aimed at weakening the position of federal public sector unions and stacking the deck in the Government’s favour.

In this Summary and Analysis of Bill C-4, written in early November 2013 after Bill C-24 passed second reading and was sent to the Standing Committee on Finance, we discuss the impact Bill C-4 will have on federal public sector trade unions and the employees they represent.
