Sexual misconduct: The Canadian Forces’ toughest battle is culture change

In this op-ed for the Globe and Mail, Emma Phillips discusses the first “progress report” on the Canadian Armed Forces’ efforts to address the problem of sexual harassment and assault in the military.

“Operation HONOUR” is a response to the problems identified last spring in an independent review by the External Review into Sexual Misconduct and Sexual Harassment in the Armed Forces, chaired by retired Supreme Court justice Marie Deschamps. Emma was counsel to the independent review panel.
