Bill 57: Undermining the independence of the firefighter arbitration process

On November 15, 2018, the Ford government introduced Bill 57, the so-called Restoring Trust, Transparency and Accountability Act, 2018. Bill 57, which amends a large number of statutes, received Royal Assent and was passed into law on December 6, 2018.

Included among the statutes that Bill 57 amends is the Fire Protection and Prevention Act, 1997 (“FPPA”). Bill 57 amends a number of provisions that govern interest arbitration in the fire sector, where the right to strike has been prohibited. Bill 57 also interferes with internal firefighter association policies regarding “two-hatters”.
